Serves as an ombudsman for the Office of Planning & Development to improve customer service coordination and communication between divisions.
Directs staff’s efforts to understand and respond to customer needs in a timely manner that meets or exceeds their expectations.
ILLUSTRATIVE DUTIES Responsible for implementing the Strategic Plan for Customer Service including the measurement and reporting of performance metrics for the following categories: prompt communication with our customers; timely development review; use of technology; and workload.
Coordinates the implementation of process improvements related to communication with customers, development review, and staff training, under the direction of the Planning and Development Director.
Assists with process improvements aimed at improving coordination between the Land Development, Building and Code Enforcement Divisions.
Serves as an advocate for customers as part of the land development review process.
Provides direction and coordination between County divisions, land developers, citizens and other governments in the review and approval of land development projects.
Meets with customers, County staff and other agency staff to solve problems and issues associated with land development.
Identifies ways to adjust business practices or work processes to better serve customers (from project application through construction).
Serves as the Chair of the Development Review Committee (DRC) to help coordinate the multidisciplinary technical review of new or modified land development projects, in conjunction with the Planning and Development Director.
Assists management in ensuring the timely review of proposed projects and provision of appropriate comments as part of the DRC process.
Assists in the early identification of problematic technical or administrative issues or concerns regarding proposed projects and works with the customer and staff to identify potential solutions.
Works with staff to help ensure clear and consistent communication with customers as part of the DRC process.
Serves as the staff coordinator for the Expedited Review and Permitting Process – a program provided as an incentive for new or expanding businesses to promote employment and high wage jobs in qualified target industries.
Responsible for coordinating the accelerated site development and building permit review for subject projects to meet the targeted review time turn around.
Works with management to ensure the appropriate senior personnel and decision-makers participate in the expedited review process.
Coordinates with providers of utility and community services to ensure adequate infrastructure.
Coordinates with the Water Management Districts, the Florida Department of Transportation, Department of Environmental Protection, Department of Health, and other permitting agencies that may be a part of the project approval process.
Supervises the Customer Service Unit, including the Planner-on-Call service.
Under the direction of the Planning and Development Director, coordinates the intake procedures and tracking of customer service by telephone, web-based applications and in person.
Works with and across OPD divisions (and other County divisions) to help resolve project issues and customer concerns.
Serves as a voice for customers as part of the land development review process.
Assists new or expanding businesses to understand and comply with land development regulations.
Participates in the biennial review of the Polk County Land Development Code.
Helps to identify and implement process improvements that streamline and improve the efficiency of the land development review process.
Performs related duties as required.
KNOWLEDGE, ABILITIES, AND SKILLS Knowledge of principles, practices, and techniques of current and comprehensive planning, planning collection and data analyses procedures, special area planning, urban design, rural planning, research, analysis, and forecasting; statistical analysis for demographic, socio- economic, land use and zoning issues; environmental and impact assessments; historic preservation; personal computers; and marketing and promotion.
Ability to use independent judgment to plan, organize, train, and supervise the work of others; to maintain an effective working relationship with employees, officials, and the public; to communicate effectively both orally and in writing; and to make public speaking presentations.
Skills to perform administrative and related supervisory tasks.
Knowledge of principles practices, and techniques of planning, land development, and capital improvements planning programming, and budgeting.
Ability to solve problems.
Ability to develop and prepare ordinances and implementation procedures.
Ability to interpret applicable legislation, rules, and regulations.
Ability to utilize personal computers and software utilized by the assigned work unit.
MINIMUM QUALIFICATIONS Master’s degree from an accredited college or university with major course work in Urban Planning or a related field, including Urban Studies, Geography, Environmental Studies/Science, Landscape Architecture, Urban Design, GIS, Public Administration, Political Science, or other similarly related field, and have four (4) years relevant planning experience, including at least two (2) years of supervisory experience, or Bachelor’s degree from an accredited college or university with major course work in Urban Planning or a related field, including Urban Studies, Geography, Environmental Studies/Science, Landscape Architecture, Urban Design, GIS, Public Administration, Political Science, or other similarly related field, and have five (5) years relevant planning experience, including at least two (2) years of supervisory experience.
Must possess a valid driver’s license and be able to secure a valid Florida driver’s license at the time of employment.
A comparable amount of related training and experience may be substituted for the minimum qualifications, except for the driver’s license requirement.
SPECIAL PREFERENCE Certification by the American Institute of Certified Planners; College degree in Urban Planning from a Planning Accreditation Board (PAB) accredited planning program.
SPECIAL REQUIREMENT This position may be required to report for work when a declaration of emergency has been declared in Polk County.
