As an Employee - Organization Development Administrator, you will play a pivotal role in supporting the growth and development of the City’s workforce.
Your primary responsibilities will include identifying, scheduling, and implementing training opportunities, and evaluating programs and initiatives focused on enhancing organizational effectiveness and employee engagement.

Salary and Benefits: * $51,334 Annually * Annual Step for Performance Pay Adjustments * 12 Paid Holidays Per Year * 12 Vacation Days Minimum, Earned Per Year * 12 Sick Days Earned Per Year * Medical, Dental, Vision, and Life Insurance Benefits * 401(a) Retirement Plan and Social Security Coverage * Education/Tuition Assistance Program; and Training and Development Opportunities * Employee Assistance Program – to include Mental Health Assistance/Services Essential Job Functions: * Under the guidance and direction of the Human Resources Director, and in collaboration with other department personnel, design, implement, and maintain employee development, training, and performance improvement programs that align with the City’s vision, mission, and values, creating a culture of learning; facilitate system and work process improvements to attain operational efficiency and enhance organization effectiveness.
Consult and communicate with staff and management in all departments to pinpoint and evaluate people, systems, and work processes to ascertain appropriate programs needed to heighten proficiency and continuous improvement in all aspects of business, to better equip the unit and agency for achieving established service goals * Identify specific work situations requiring employees to better understand changes in policies, procedures, regulations, and technologies.
With performance improvement in mind, design and implement a variety of initiatives, action plans, programs, and training materials that employ e-learning, virtual learning, and site-based training, assessments, or other solutions.
Conduct research and analyze data in relation to the alignment and success of organization goals, identifying skill gaps and incorporating best practices into training programs to increase individual and organization performance, productivity, effectiveness, and efficiency.
Establish and maintain data collection tools, data sources, benchmarks, performance targets, and competency models.
Implement organizational effectiveness interventions to include team-building exercises and workshops.
Provide planning, coaching, facilitation, and consultation services to implement solutions and continuous improvement strategies.
* Work with department leaders, work groups, and individuals on talent development and succession management.
Perform needs analysis; research and select training materials appropriate for identified needs.
Prepare, evaluate, and maintain instructional materials for use in training classes.
* Plan, schedule, coordinate, and conduct training classes for City employees.
Assist in developing employee engagement, recognition, and rewards programs.
Design, develop, deliver, and continuously evaluate curriculums.
Seek critical feedback on implemented training programs.
Create relevant surveys to evaluate the effectiveness of training and identify ways to enhance service quality and adaptability within the organization.
* Promote organizational development by designing, implementing, and maintaining a City-wide Performance and Development System that includes a competency-based performance system, individual business objectives, employee development goals, 360-degree feedback mechanism, and other tools and interventions that build organization and individual capabilities.
Monitor labor market trends; analyze potential impacts on the organization and assists the Human Resources Director and others with developing strategies to minimize the effects of same.
May partner with business, community, and education organizations to create and implement workforce planning strategies.
Manages existing and future educational partnerships to create the workforce of the future.
* Maintain all related and required records and reports.
Assist with budget development and expenditure processing and monitoring.
Provide administrative assistance and support associated with the daily operation and functions performed with the Human Resources unit.

Knowledge, Skills & Abilities: * Knowledge of adult learning concepts; employee engagement principles and practices, and the practical application of organizational development theories.
Knowledge and skill in planning, designing, deploying, and facilitating learning, training, and organization development programs for a variety of work groups.
Ability to organize data and apply same strategically to the creation and design of learning programs, work processes, and system changes.
Ability to troubleshoot why a strategy results in little or no success, and devise an alternative strategy to achieve desired results.
Must be results-driven, detail-oriented, well organized, self-initiating, and adept at exercising good judgment and decision-making.
* Skill in using a computer and related software applications; coordinating activities with internal departments and/or external organizations; managing a variety of initiatives; developing and implementing program goals and objectives, and coordinating activities with multiple interested parties.
Skill in cultivating customer relations; partnership-building, and teamwork.
Ability to communicate clearly and effectively, both verbally and in writing.
Ability to establish and maintain professional and productive work relationships with co-workers, City staff, and others Minimum Education & Experience: * Graduate of an accredited four (4) year college or university with a degree in Organization Development, Communications, Human Resource Management or related field; Master’s degree preferred.
Five (5) years current professional experience, including (3) years in an organization/training of staff development capacity.
Three (3) years current leadership experience, with at least two (2) years supervisory experience.
Two (2) years of experience designing, writing, and implementing development programs (professional, manager, and/or executive level programs).
An equivalent combination of education and experience that is determined to be directly related to the foregoing specific requirements may be substituted.
Special Requirements: * Must possess a valid Florida driver’s license and have a good driving record as determined by the City of Winter Haven.
