Looking for small dog for a Veteran! (Winter Haven)

We live in a retirement community so it must be under 25 lbs.
Looking for a French/English Bulldog type, or poms, or any long haired types, and gets along with cats, that isn't thousands of dollars.
Age and gender doesn't really matter and we'd like to get it registered as a service animal.
