POSITION DESCRIPTION: Develops and manages professional and contractual services contracts and other types of agreements that support Traffic Operations functions.
Includes developing documentation for contract funding, RFPs and related documents; participates on technical review committees (TRC); evaluates contract work products; evaluates consultants; and processes/approves invoices.
Develops and programs Freeway Management System (FMS)/Arterial Management System (AMS) projects that facilitate operation of freeway/arterial management systems and incident management.
Develops project Requests for Proposals (RFPs), technical specifications and concept plans.
Identifies and programs project-related Operations and Maintenance (O/M) resources.
Evaluates and makes recommendations relating to the application of new technology to support the Department's FMS/AMS programs.
Supports development of the Department's Transportation Systems Management & Operations (TSM&O) program at the district, regional and statewide levels.
Includes participating on task teams and providing input on business/strategic plans.
Provides support during project implementation phases.
Includes attendance at project meetings; interaction with project CEI (Construction Engineering and Inspection) personnel, contractors, vendors and Federal Highway Administration (FHWA); and participation in project acceptance testing.
Develops TSM&O trend analysis and reporting capabilities.
Ensures that robust and scalable solutions are implemented using a variety of internal and external data sources.
Provides review comments on plan submittals generated by the Department and other entities.
This includes developing technical comments directed to the design project manager or design engineer of record based on traffic operations fundamentals, Department design standards and engineering judgment.
Includes accepting/rejecting the responses to those comments.
Performs engineering review and analysis.
Develops traffic engineering reports and associated documents for freeway and/or arterial management, including signal operating plan development.
Develops Freeway Management System (FMS)/Arterial Management System (AMS) network maintenance and operations performance reports.
Interprets data and analyzes results using statistical techniques.
Identifies, analyzes, and interprets trends or patterns in complex data sets.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of Traffic Engineering Concepts, terminology, principles, and analytical techniques; Knowledge of the Manual of uniform traffic control devices; Knowledge of Florida Department of Transportation standards, manuals, guidelines and practices; Knowledgeable of traffic data collection techniques; Knowledgeable of statistical techniques; Skilled in problem solving ; Skilled in the use of personal computers and ability to use Microsoft Office (Word, Excel, PowerPoint, Access, Outlook); Skilled in communication, including written, verbal and effective listening; Ability to read and interpret plans, specifications, design standards, and manuals; Ability to apply engineering concepts, practices and functions; Ability to input and retrieve information from a computer database; Ability to collect, analyze, and interpret engineering data ; Ability to work independently and make decisions; Ability to establish and maintain effective working relationships.

MINIMUM QUALIFICATIONS: A high school diploma and four years of engineering, Intelligent Transportation System (ITS), traffic signal experience, or relevant employment experience developing or administering contracts relating to IT systems; or An associate of arts or science degree in engineering technology or similar relevant area of study and two years of engineering, ITS, traffic signal, or relevant employment experience developing or administering contracts relating to IT systems; or A bachelor's degree from an accredited college or university with a major in engineering, computer science, engineering technology or similar relevant area of study and one year of engineering, ITS, traffic signal, or relevant employment experience developing or administering contracts relating to IT systems; or Successful completion of the Fundamentals of Engineering Exam and has an Engineer in Trainee (EIT) certification in either Florida or another State; or An active International Municipal and Signal Association (IMSA) Traffic Signals, Traffic Signal Inspector, or Fiber Optics in ITS certification; or An active Registered Communication Distribution Designer (RCDD) certification.
